Brazil side, prior to open hours (9AM) , but if you are staying at the Hotel das Cataratas, which is inside the Brazil park, you can walk out to the overlooks and be the only one there.

Looking towards Devils Throat from Brazil side in late afternoon. You can see the crowd on the viewing platform at Devil's Throat and the walkway going off the right.... I found I enjoyed the Brazil more, far fewer people.
